The Increase of Ise Sangūryokō in the Kanto Region : Focusing on Cases in Saitama and Gunma Prefectures

Focusing on cases in Saitama and Gunma Prefectures, this study aims to delineate the situation\
inherent to prefectures that are located far from the Ise Jingu and to examine what measures were\
taken to increase rates of Sangūryokō (elementary school excursions to Ise Jingu). Educational\
associations in the Kanto region were eager to receive free railway fares for Sangūryokō. In Saitama\
Prefecture, with the publication of Notice 198, How to Handle a Trip by a Group of Elementary School\
Children to Visit Ise Jingu, published by the Ministry of Railways, instructions were given to promote\
Sangūryokō. The children who participated were in grades six and above, and this included pupils\
in advanced elementary school courses. In Gunma Prefecture, the Educational Society of Gunma\
Prefecture Union discussed the deregulation of travel to conduct Sangūryokō. Participants were mostly\
elementary school second graders in an advanced course. Pupils in advanced elementary school\
courses were allowed to participate because of their teachers' consideration of their physical strength\
and their eagerness to provide ordinary young people, apart from junior high school students, with an\
opportunity for Sangūryokō.
