It’s already to be specified the Local Public Service Law( Article 40), but had been rejected as being premature.Under the Act on the Organization and Operation of Local Educational Administration( established in 1956),Prefectural Board of Education became to order in regard to the teachers’ personnel management. Teacher’s work evaluation is under the two laws. There was the political conflict between the Liberal Democratic Party( the LDP) and the Japan Teachers’ Union (the JTU) in the back of disputes. The LDP believed that the constitution should amend to rearmament, and suppressed the JTU had a great influence in national elections. Thus, it’s important to take the structure out of case studies. However, previous works are almost not focus on the LDP’s movement. This paper describes the background of finishing disputes off by the LDP Gunma Branch Federation (GBF)’s intervention in the Prefectural Assembly. The GBF was dominated by the former Japan Democratic Party that had an intense connection to the Nobusuke Kishi Cabinet.
