He states that early childhood education is first of all a political practice. The political practice here, he argues, is “to consider what each of us wants and to encourage reflection and debate, and to come up with solid answers to various questions.” How, then, has Reggio Emilia's early childhood education been created in concrete ways? \nTo discuss early childhood education as such a political practice, this paper examined the history of early childhood education systems in Reggio Emilia, focusing on the 1960s. As a result, three features were identified. These were the political activities by the mayor and council, the powers of the women's movement, and the participation of the citizens that created infant-toddler centers and preschools in Reggio Emilia. It is noteworthy that the citizens include children.
