| 内容記述 | 本論文では、国連の施策に焦点をあて、そのなかで、女性障害者という集団が、どのようなニードをもつ集団として焦点化されるようになってきたのかを明らかにすることを目的とした。国連の女性施策は、女性差別撤廃条約をはじめとしたさまざまな国際文書によって進められており、その過程で、障害を持つ女性に対する言及もみられるようになってきた。その背景には、現在、進められている障害者権利条約策定作業に至るまでの、障害者の権利宣言（1975）、障害者の機会均等化に関する基準規則（1993）等の国連によって示されてきた障害者の権利に関わる国際文書の存在があった。論文では、はじめに国連の女性施策及び障害者施策の流れを振り返り（第一節）、そのなかで、どのように障害を持つ女性に関わる言及がなされてきたのかをまとめると共に、その問題がどのように認識されてきたのかを明らかにし（第二節）、関連した国内の政策的な動きを振り返り（第三節）、最後に、障害を持つ女性という独自のニードを持つ集団に対する施策の課題を明らかにした。 | |||||

| 内容記述 | In this paper, how the issue of disabled women had been treated in UN measures is examined. Over the years, the effort of United Nations on women issue has been expressed in the form of various international papers, including Convention for Elimination of All Forms of Discrimination Against Women. During this course, women with disabilities came to be getting more attention. As the background of this transition, there are international papers such as the Declaration on the Rights of Disabled Persons （1975）, Standard Rules on the Equalization of Opportunities for Persons with Disabilities （1993）. These were part of the UN effort to form the treaty for the rights of people with disabilities in general. In this paper, scores of UN measures for both rights of women and of disabled people are reviewed to see how the disabled women had been described in them （section 1）; they are summarized and analyzed to see how the needs of disabled women were acknowledged （section 2）. Then domestic policy changes related to this recognition are reviewed （section 3） and future problems these groups of women who are in unique needs are\ discussed. |
