This revision will introduc the reduction of domestic services within the framework of the System, causing a greater demand for the service providers outside of the framework. In this article, I will focus on“ Kasei-fu”（Japanese domestic care worker） and the way of providing care services outside of this framework by the many care service providers. The purposes of this article are two subjects. The first is to make clear the characteristics of Kasei-fu's working situation and service provision before and after the introduction of the System. The second is to locate the Kasei-fu's work in the framework of Care work.
