For discussion, I adopt the analogy of double tiers of “reservoir” referring women and peasants as two labor sources in Mainland China. In early 1980s when the urban economy started the rationalization of female labor, All China Women’s Federation (ACWF) and the local Women’s Federations (WF) took all kinds of efforts to prevent women workers’ withdrawal from their production activities. One of their strategies was to establish intermediate services for domestic workers. While extending this service for urban households, the Beijing WF became involved in the migration process and labor management of peasants to secure reproductive labor in the urban area.
