The paper first introduces Cummins' psycholinguistic theories such as BICS/CALP, interdependence hypothesis and threshold hypothesis, as well as his comments on and responses to the subsequent discussions on these theories in the field of bilingual education. It next illustrates his framework of collaborativee empowerment, which considers minority students' learning in relation to the societal power relations both at the micro and macro level.
