In a recent paper, Okazaki and Okazaki (1997) proposed that in-service training should focus on 'teacher development' rather than 'teacher training'. In order to determine the processes involved in teacher development, teachers' experiences of, and what they perceive they learned in in-service training were collected through a retrospective interviews. The teachers reported that when they faced difficult problems, they reflected on their experiences to assist them to learn in new teaching contexts such as teaching children or team teaching. They also reported one year later that their new experiences had assisted them to expand their horizons.
