The data was based on semi-structured narrative interviews in 2013 with \ ten teachers working at kindergartens in Tokyo which provide extra hours for childcare. In particular, \ the study analyzed the discourse about needs from a perspective by Fraser (1989), for she drew social \ structural shifts and political culture by focusing on need interpretation and analyzing contests among \ rival discourse about needs.\  The results indicated there were both positive and negative discourses about needs for childcare. \ Teachers realized and accepted that parents have difficulty raising their children and need childcare \ support. On the other hand, several teachers had a somewhat negative view of parents, mentioned the \ importance of education at home and emphasized needs of children, though they admitted the necessity \ for extra hours for childcare.
