The data was based on semi-structured narrative interviews in 2013 with \\\nten teachers working at kindergartens in Tokyo which provide extra hours for childcare. In particular, \\\nthe study analyzed the discourse about needs from a perspective by Fraser (1989), for she drew social \\\nstructural shifts and political culture by focusing on need interpretation and analyzing contests among \\\nrival discourse about needs.\\\n　The results indicated there were both positive and negative discourses about needs for childcare. \\\nTeachers realized and accepted that parents have difficulty raising their children and need childcare \\\nsupport. On the other hand, several teachers had a somewhat negative view of parents, mentioned the \\\nimportance of education at home and emphasized needs of children, though they admitted the necessity \\\nfor extra hours for childcare.
