In particular, it is worth considering the period of five years\ expansion plans of the ‘ Industrial Association ’ as a measure to fight Showa Depression. The period\ goes parallel with the period of an increase of circulation in Ie no Hikari. In addition, this plan is\ consistent with the period when “Industrial Unionism” was shown.\ The results of the analysis show that the concept of “cooperation” for “Industrial Unionism” emerged\ under difficult economic conditions. This concept was also sought for rural families. The role was\ “economic improvement of home” and a high awareness of consumption was expected. On the other\ hand, different views also emerged about whether the role of women was to supplement the role of\ men or women were to assume the main leadership.
