February 1937. Although the authors of this reform plan were on the editorial department of Education,\
they were also founding members of the Kyoiku Kagaku Kenkyukai. In this paper, the Education\
Reform Plan is regarded as a reform plan of the Kyoiku Kagaku Kenkyukai.\
In order to clarify the characteristics of the Education Reform Plan, comparison is made with the\
“ Education System Reform Plan ” of the Kyoiku Kaikaku Doshikai, which was announced the same\
period of time. These plans were created over almost identical reform philosophy, but they had\
different views regarding the Seinen-Gakko education (post Elementary Education).},
