The objectives of this paper are to find the major reasons which have been creating obstacle\ to “achieve EFA goals” and then suggest the re-engineering policy of government which is directly/\ indirectly associate with the aim of EFA programme especially in the rural areas of Nepal. To\ achieve this, numerous articles which report the results of empirical studies about “EFA and its goal’\ s status” a wide range of educational settings are analytically reviewed. This paper finds a numerous\ factors which are interlink with the success of EFA programme. Based on the previous research,\ numerous issues like poverty, lack of funds, lack of parental knowledge & education etc. has been\ consider as major obstacles to achieve the EFA goals, which have been also continuously focused by\ governmental bodies.
