The Kyoiku Kagaku Kenkyukai, a nongovernment education research community, took a stand by aggressively criticizing the Ministry of Education’s proposed education reform. The ministry’s plan to initiate compulsory youth schools or Seinen Gakko (post-Advanced Elementary Education) was criticized as being only theoretically feasible, and ineffective when applied practically. The result of “kenkyuchosa” of Shunichi Suzuki became a basis of criticism. This study clarifies the current situation\ regarding child labor. It is pointed out that current education reforms cannot solve the problems of long work hours and of child labor promotion through the incentive of night secondary schools merely by extending the academic year.
