Ex “comfort women” and support organizations have been criticized the fund as a policy to avoid responsibility of Japanese government for the issue. As a result, the fund that has received critical assessment is not subject to study on “comfort women” with research significance. However we can consider the fund as a case showing factors that have discouraged a resolution of the issue, focusing on a policy process of the fund which the government established in response to citizen’s movement. Through this approach, I find the factors in the lack of political system to take up demands of victims, conflict perspective on political situation over the issue and strategy among support organizations and legislators who also make efforts to this issue in the Diet.
