 note = {application/pdf, 紀要論文, This study aims to analyze the enactment movement of "Act on Prevention of Prostitution" staring 2000 and what politics mainstream women's organizations have established in Korea. Women's organizations formed with Korea Women's Association United and took enactment of "Act on Prevention of Prostitution" as a priority for the movement and reached an agreement for several articles. Those are the definition that prostitution is violence against women and violation of women's human rights. In addition, under the definition, launching a movement for eradication of prostitution and seeing sex workers as victims to protect more of them from legal systems. Then they took a strategy of disclosing and generalizing features of Korean prostitution. Women's movement in Korea has been focused on groups and law enactments and those experiences allow establishing "Act on Prevention of Prostitution" in such a short time of 4 years. However, this leaves doubt that the enactment is actually democratic. The rise of sex workers' movements against the enactment and the fact that these organizations' name is "democratic union of\
 sex workers" has shown the doubt.},
