Women's organizations formed with Korea Women's Association United and took enactment of "Act on Prevention of Prostitution" as a priority for the movement and reached an agreement for several articles. Those are the definition that prostitution is violence against women and violation of women's human rights. In addition, under the definition, launching a movement for eradication of prostitution and seeing sex workers as victims to protect more of them from legal systems. Then they took a strategy of disclosing and generalizing features of Korean prostitution. Women's movement in Korea has been focused on groups and law enactments and those experiences allow establishing "Act on Prevention of Prostitution" in such a short time of 4 years. However, this leaves doubt that the enactment is actually democratic.
