Japan's research investment in science and technology is ineffective compared to other major countries, and this paper seeks to discuss the factors behind this. It identifies areas for improvement for Japan and proposes solutions. Japan's promotional framework is centered on the Council for Science and Technology Policy (CSTP), which was established in 2001 as the headquarters for the nation's science and technology policy. This paper compares and analyzes the CSTP against the promotional framework in the U.S. whose research investment is highly effective. This paper suggests that the CSTP must be radically strengthened to promote Japan's policy strategy in science and technology.
