{"created":"2021-03-01T06:46:46.814828+00:00","id":40496,"links":{},"metadata":{"_buckets":{"deposit":"10067f4e-37a9-41b9-aecc-ad408b24d2ac"},"_deposit":{"id":"40496","owners":[],"pid":{"revision_id":0,"type":"depid","value":"40496"},"status":"published"},"_oai":{"id":"oai:teapot.lib.ocha.ac.jp:00040496","sets":["347:381:850"]},"item_11_biblio_info_8":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2015-11-02","bibliographicIssueDateType":"Issued"},"bibliographicPageEnd":"88","bibliographicPageStart":"79","bibliographicVolumeNumber":"22","bibliographic_titles":[{"bibliographic_title":"生活社会科学研究"}]}]},"item_11_description_17":{"attribute_name":"フォーマット","attribute_value_mlt":[{"subitem_description":"application/pdf","subitem_description_type":"Other"}]},"item_11_description_46":{"attribute_name":"資源タイプ","attribute_value_mlt":[{"subitem_description":"紀要論文","subitem_description_type":"Other"}]},"item_11_description_6":{"attribute_name":"抄録","attribute_value_mlt":[{"subitem_description":"ヨーロッパにおいて「多文化主義は失敗であった」という声が高まっている\\\nが，多文化主義に関する議論は現在も続いており，現代社会において文化的多\\\n様性をどう受け入れていくかを検討することはますます重要になってきてい\\\nる．本論の目的は，欧米で出現し発展してきた多文化主義のコンセプトを概観\\\nし，多文化主義的政策の動向を探ることである．多文化主義は文化的多様性へ\\\nの社会的・政治的姿勢を示すものであり，使われている文脈ごとに理解するこ\\\nとが重要なコンセプトである．それゆえ本論は，イギリスにおける多文化主義\\\nと多文化主義的政策の動向について注目した．\\\n　イギリスの多文化主義は，戦後の旧植民地からの大量の移民流入により急速\\\nに広まった人種差別を減らす解決策として導入された．しかし，イギリス国内\\\nで異なる民族間の衝突が引き金となって起こった2001 年の暴動と，欧米での\\\n相次ぐテロ攻撃を契機に，非難の対象へと変化した．「多文化主義は失敗であっ\\\nた」という批判言説が形成されたが，「イギリスの多文化主義」が明確に定義\\\nされてきていないこと，多文化主義的政策が社会問題をつくりだしたという証\\\n拠がないことなどから，この批判言説に異を唱える学者もいる．\\\n　イギリスの多文化主義議論の中心となるマイノリティグループは，戦後の旧\\\n植民地からの移民と彼らのイギリス生まれの子孫で形成された「エスニック\\\nマイノリティ」である．多文化主義への懸念が高まっているが，イギリス政府\\\nは「人種関係アプローチ」を基盤とした多文化主義的な政策から撤退すること\\\nなく，そうした政策に加える形で，民族間で分断されてしまっているコミュニ\\\nティ間のつながりや新規移民を主流社会に統合させることを重視する「市民統\\\n合」アプローチをすすめている．\\\n　人種問題と密接に関係しているイギリスの多文化主義や，その他の国々にお\\\nける多文化主義から学びつつ，「日本の多文化主義」を考えていくことが重要\\\nである．また，イギリスを含むヨーロッパの多文化主義にとって最も難しい課\\\n題の一つはイスラム教徒への対応だと言われている．異なった文化や価値観を\\\n持つ人々と一緒に暮らしていくよりよい方法を考えていくために，さらなる研\\\n究が求められている．","subitem_description_type":"Abstract"},{"subitem_description":"The purpose of this paper is to look at the concept of multiculturalism and the recent trend of\\\nmulticultural policies. Although there is a widespread concern that multiculturalism has failed in\\\nWestern democracies, the discussion of multiculturalism has become more and more important\\\nin considering how to operate a multicultural society without creating conflict, discrimination, or\\\nseparated communities. This paper focuses on the situation in the UK, and seeks to understand\\\nmulticulturalism in the British context and to examine how British governments have responded to a\\\nmulticultural society.\\\n　In the UK, multiculturalism emerged as a solution to reduce racial discrimination and to ease the\\\nsocial conflict, and this race-relations approach remains a pillar of British multiculturalism. However,\\\nmulticulturalism became a focus of criticism in the aftermath of the 2001 riots in the northern English\\\ncities and the 9/11 attacks in the US. Multiculturalism has been accused of creating segregated\\\ncommunities and environments prone to be hotbeds of terrorism. However, it is possible to argue\\\nthat the ‘multiculturalism-has-failed’ discourse promoted by politicians, the media and academics is\\\nnot valid criticism because there is no consensus about the definition of British multiculturalism and\\\nbecause there is a lack of evidence that multiculturalism is responsible for segregated communities.\\\n　Multiculturalism has generally been applied to immigrant-origin ethnic minorities in the UK\\\nrather than to national minorities such as the Welsh, Scots and Northern Irish. The key minority\\\ngroup for British multiculturalism has been ethnic minorities, who are post-war migrants from\\\nthe Commonwealth and their British-born descendants. Despite the widespread unease about\\\nmulticulturalism, British governments have not abandoned nor withdrawn multicultural policies\\\ntoward ethnic minorities. Policy responses toward ethnic minorities in the UK show a tendency to\\\nemphasise civic integration while maintaining multicultural policies.\\\n　The concept of multiculturalism is open to a variety of interpretation and it needs to be understood\\\nin the context it is used in. Therefore, it is crucial to consider multiculturalism in the Japanese context\\\nas well as learn from British experience. It seems that one of the most difficult challenges that\\\nmulticulturalism faces today is how to respond to Muslim communities.
