To this end, a case study was conducted which investigated the present situation and issues of early and consistent child care support and education consultation for disabled children in City A. Regarding child care support, City A provided a consistent support system from pregnancy to early pre-school has been established, including support measures pertaining to professional home visits for infants, infant health examinations, consultation agencies, treatment centers, and regional care system CLM. As for education counseling and consultation, City A has initiated adaptive instruction classes at educational centers for children who were unsuccessful in achieving passing grades in school, and individual tutoring has been offered for underperforming students at the school’s education counseling room from elementary school to junior high school. Although City A’s successfully utilized support services for infants up through junior high school, leveraging its small administrative scale to the benefit of the community, support after junior high school has been inadequate.
