From a constructionist perspective, social problems are defined as a claims-making process where claims-makers attempt to argue that particular condition should be recognized as troubling and thus should be addressed. This paper focused on how the claims of this problem have been constructed by examining the claims’ rhetoric using the grounds-warrants-conclusions structure. Through the quantitative text analysis of the 249 newspaper articles concerning the problem, we found the results as below. For identifying the problematic conditions, repetitious use of phrases like “no one dares to help” and the mention of typifying examples are remarkable. For explaining why the conditions are troubling, the claims suggest that the conditions violate Chinese traditional virtue of helping others as well as the Core Socialist Values. The conclusions presented in the claims are rather ideological slogans like“ we should help the elderly in emergency situations” than the proposal of concrete solutions.
