An analysis of Norway’s English-language newspaper articles from 2016 to 2018 and government policies on child care and children revealed that Norway prioritized early childhood education and had active and concrete policies on the national curriculum on language and the Norwegian language competence of childcare workers. In 2018, a regulation was enacted that made it mandatory for a childcare worker to take and pass the Norwegian language test.
