| 内容記述 | This study aims to clarify how the Ministry of Education, the Ministry of Health and Welfare, prefectures, and municipalities collaborated administratively in the process of implementing the 1966 “Survey of the Spread of Early Childhood Education,” which has been called a “landmark” in the history of early childhood education and care in Japan. The main historical record in this study will be the “Survey on Early Childhood Education, 1966,” which can be accessed at the Yamaguchi Prefectural Archives. In the process of implementation, the “Survey of the Spread of Early Childhood Education” went through several stages, including requests for cooperation from the Ministry of Education to the Ministry of Health and Welfare, notifications from the Ministry of Education to prefectural boards of education, explanatory meetings, as well as notification and explanation from the prefectures to municipalities. The survey itself would have been difficult to conduct without such cross-ministerial and cross-departmental cooperation. Furthermore, it was significant as it promoted administrative cooperation at a time when kindergartens and day nurseries were becoming widespread in the 1960s and were expected to be promoted further in the future. | |||||||||
