| 内容記述 | This study analyses primary documents to clarify how the debate over the enrolment of five-year-olds in primary school. The debate occurred when the 1971 Central Council for Education Report was prepared （commonly known as the ‘46 Report’）, leading to the proposal to ‘actively promote and enhance kindergarten education’ through discussion and process. At the 25th Special Committee of the Central Council of Education, a lively debate occurred over the enrolment of five-year-olds in primary schools, led by Hiratsuka Masunori, who was in favour of the proposal, and Sakamoto Hikotaro, who was against it. Their contrasting views reflected fundamentally different perceptions of early childhood education and diverging stances on educational reforms. While the debate ran in parallel, the Ministry of Education intervened in the discussions. Therefore, the Central Council for Education followed the Ministry of Education’s proposal to promote and enhance kindergarten education actively, rather than enrolling five-year-olds in primary school. Further research is necessary to delve into the Ministry of Education’s internal discussions, explore Hiratsuka’s perceptions of early childhood education in greater depth, and contextualise his ideas within the broader history of education. | |||||||||
