| 内容記述 | 2004 年人身取引対策に関する関係省庁連絡会議が内閣府によって設置され、同年12 月に取りまとめられた人身取引対策行動計画に基づき、防止・訴追・保護政策が開始された。しかし、その背景には長年の在日外国人支援活動の蓄積があることを忘れてはならない。本稿は草の根レベルの人身売買被害者支援に焦点をあてながら、その中での人身売買の被害者性の構築と支援運動との関係を考察する。特に、1990 年代前半に活動を展開した「下館事件タイ3 女性を支える会」という裁判支援運動を事例として、その支援における支援者の人身売買とその被害当事者に向けられたまなざしがどのように構築され、変容していったのかを「被害者victim」をめぐるフェミニズムでの議論を分析の視点として検討した。 | |||||

| 内容記述 | In 2004, the government agencies concerned liaison conference regarding measures for trafficking in persons was settled by the Cabinet Office and policies of prevention, prosecution and protection began under the“ Japan's Action Plan of Measures to Combat Trafficking in Persons” which was arranged in December on the same year. However, behind this we should not forget that some NGOs have supported foreigners in Japan for a long time. In this article, I consider the construction of the victimhood of trafficking in persons and its relationship with the support movement for victims of trafficking in persons, focusing on“ Support Group for Three Thai women in Shimodate Case” in the first half of 1990's. From the perspective of feminist discussion about“ victim”, I analyze how the look toward people who are damaged by trafficking in persons had been constructed and transformed in this movement. | |||||
