| 内容記述 | 人口動態統計によれば、日本の合計特殊出生率は2003年、2004年ともに1.29を記録し、出生回復の兆しは一向にみえない。国や地方自治体は、日本の将来の経済的・社会的安定性を図るためにさまざまな少子化対策を講じてきたが、2004年4月にはそのひとつとして、国が「特定不妊治療費助成事業」を創設した。本研究では公的組織内での議事録や資料、メディア報道や文献等から「特定不妊治療費助成事業」が導入されるまでの経緯を整理し、さらに「女性と医療」に関して活動しているグループに所属する女性、本事業を実施している自治体および実施検討中の自治体の担当者、不妊治療を実施している医療施設の医師にインタビューを実施した。結論では、本事業の現状を把握した上での特定不妊治療費助成事業の課題を提示する。 | |||||

| 内容記述 | According to vital statistics, Japan's total fertility rate in 2003 and 2004 reached 1.29. The national and local governments have devised various countermeasures to the declining birthrate in the interest of social stability, particularly with regard to Japan's future labor force and economic well-being. One such plan is the “government subsidized project for the cost of ART” established by Health, Labour and Welfare Ministry in April, 2004. The present study makes use of minutes from meetings and other internal government sources, media reports, and published literature to sort out events from the movement to provide economic support for infertility treatments to the introduction of the government subsidized project for the cost of ART. The study then attempts to assess the current status of the project using results of group interview with women who are active in a group to promote women's decision making for gynecological care, officials at local government bodies and a physician at medical facility involved in carrying out infertility treatments. Finally, the study suggests problems related to the “governme\ nt subsidized project for the cost of ART.” |
