| 内容記述 | In India, Women's Dairy Cooperative Society (WDCS) constitutes one of the popular rural\ development programs that focus on women's empowerment. In the past and even to the present,\ almost all Indian rural women have been engaged in the livestock husbandry and the milking under\ the “ traditional” gender division of labor. It was with the rise of dairy development policy in 1970s\ that livestock husbandry and milking labor had come to be “ discovered ” as an undeveloped field of\ productive labor that need to be modernized. This same policy subsequently “ discovered ” women\ as milk producers and tried to reconstruct the program by mobilizing them under the discourse of\ women's empowerment. Under the effects of globalization, this new policy was to be accompanied by\ the delicensing and the privatization of the dairy industry. It was under these conditions that the new\ dairy development programmes focusing on women including WDCS were born.\ In this article, I will take several documents related to women in dairy development policy in India\ from 1980s to 1990s. Examining discourses about women in these documents, I argue how women\ emerged as “good subject” for Indian dairy development policy in these three decades. |
