"由熊希龄于1920年创办的北京香山慈幼院是一所民国时期富有特色的慈善教育机构。笔者分析此院从1919年到1927年上半期的财政情况，得知1926年下半期以后，由于支撑财政的盐款断绝和北京政府倒台，进入南京政府时代，迫使此院财政濒临危机。于是熊希龄通过重新编制预算，试图卷土重来。他发挥广泛的人际关系，理财能力的优势，并建立基金，企图使财政制度具有永久性。在这一点上可看出熊希龄的远见性以及与其后慈善事业的财政制度的连接性。",
