| 内容記述 | It is well known that the 1961 census of the boat population in Hong Kong was precisely conducted, but its methods have not been studied in depth. The major objective of this paper is to discuss the methods of the 1961 marine census with special attention to the Government's policy during the 1960s. The documents held by the Hong Kong Public Record Office have been drawn to disclose the basic attitudes of the Government. The main issues to be addressed in this paper are as follows: Firstly, the methods of the census are analyzed to show that the Government had prepared for conducting the precise census, and the Marine Department Officer and the Census Commissioner did play active roles in carrying out the census for more than a year. Secondly, according to the policy, we can understand that the Government needs accurate statistics because it will provide the basic information in making policies. This means that the boat population was placed under the control of the Government. This can be regarded as a part of the urbanization process of Hong Kong, in which the Government tried to implement control over the Hon\ g Kong's population. |
