| 内容記述 | This paper focuses on the concept of “Safeguard” in Early Childhood Education and Care in England. It examines the background of Safeguard's construction based on documents and laws published by the Government of England and Ofsted. In particular, we clarify the transition of Safeguard up to EYFS2014. As education and welfare merge, we consider the significance of the Safeguard concept necessary for both childcare and education. The concept of Safeguard for children in the UK had started with general child welfare at first, but after ECM (Every Child Matters) was announced, the target was changed to “all children”. It became clear that notion of Safeguard was permeated deeply in British ECEC as an important concept included in the curriculum and laws. | |||||
