| 内容記述 | 近年、多様性の尊重が政策課題として顕在化する中、政策過程において人々の様々な差異をめぐる不平等や差別への理解を拡大し、応答することが喫緊の課題となっている。本研究ではこうした問題意識から「交差性（intersectionality）」概念に着目し、先行研究を足掛かりとしながらその概念の特徴を整理し、政策に導入する意義と課題を検証した。 社会運動にルーツを持つ交差性概念には、複雑な抑圧構造とその関係性を捉える理論的枠組みと、社会的正義を志向する批判的実践という2つの側面がある。この2つの側面は、社会の様々な不平等を内包する政策過程において有効である。交差性の視点からの政策分析は、異なる対象への影響や政策の権力作用を明らかにし、公正な社会構築に向けて政策過程を批判的に捉えなおす契機となる。しかしながら、概念の実践的な使用は未だ模索段階にあり、方法論の精緻化及び日本の政策文脈に着目した実証的な分析の推進が今後の課題である。 |

| 内容記述 | The awareness of diversity has increased in recent years, generating the urgent need to understand and respond to multiple forms of inequality and discrimination resulting from differences between populations. This study builds on the extant research to examine the concept of intersectionality and demonstrates the effectiveness and challenges of applying this principle to public policy. The concept of intersectionality is grounded in social movement and offers two perspectives. First, it delivers a theoretical framework enabling the analysis of complex systems of oppression and power relations. Second, it presents a critical praxis perspective seeking to achieve social justice. These two standpoints are particularly useful for public policy, which reflects varied social inequalities. Intersectionality-based policy analysis enables researchers to apprehend the manifold differences and unequal power relationships in policy development. Such examinations also allow the critical questioning of policymaking processes to build equitable societies. Despite the promise of incorporating intersectionality into public policy, developing effective practical methods and conducting further intersectionality-based analysis are critical, especially in the context of policies in Japan. |
