| 内容記述 | 本稿は、戦後日本のシングルマザーを対象とした政策の展開を所得保障と就労支援策に焦点をあてて考察する。シングルマザーを対象とした諸制度は、戦後から1960年代にかけて、その枠組みが形成され、1970年代の高度経済成長期に拡充された。しかし、1980年代の行政改革の流れの中で、所得保障制度は削減される。母親が就労よりも育児に専念することが本来望ましいとの理想から、所得保障制度が整備・拡充されたが、低成長期には、母親が働くことが強調され、所得保障制度が削減される。並行して、就労支援策は、所得保障制度を補完するものから、所得保障制度に取って代わるものへとその意味付けが変更されていった。母親の就労が望ましいか否かが、レトリックとして用いられ、政策の転換を根拠付けてきたのである。 | |||||||||

| 内容記述 | This paper describes that the development of social policy for single mothers focusing on income support (social assistance) policy and workfare policy. These were introduced until 1960s and expanded until 1970s. However, in 1980s, the period of financial cutback, income distribution policy for single mothers was cutting down, too. During the high growth economy period, income support was introduced and expanded to make "single mothers taking care her child(ren) at home". On the contrary, during low growth economy, income support was cutting down and single mothers were emphasized "they should paid work and should be economically independent". At the same time, the workfare policies changed from supplementing income distribution policy to replacing it. The rhetoric of "single mothers should (not) be paid work"have been used to justify policy conversion. | |||||||||
