| 内容記述 | 本研究は介護保険における被介護者のジェンダー問題を，介護保険サービス\ の1 つである福祉用具貸与サービスを通じて解明した．福祉用具貸与の中でも，\ 近年，需要が拡大している車いすの利用について検討を行った．\ 車いす利用のジェンダー問題を明らかにするためには，介護保険サービスの\ 受給状態を調査した介護給付費実態調査を用いるしかない．公表されているこ\ の統計をジェンダー統計視角で検討したところ，性別のデータが不足している\ ため，統計法によりデータの申し出を行い，入手したデータからジェンダー統\ 計を作成した．\ これにより，介護保険サービスの福祉用具貸与の車いす受給について，男女\ で異なる状況があることが明らかになった．車いすが，被介護者の自立した生活や尊厳の保持に有益であるという観点から考えると，女性被介護者は男性に比して自立や移動の自由から遠ざけられていると結論づけられる．さらに，公的統計のジェンダー視点の不足が，本研究で明らかにされた実態の把握を妨げていることが指摘された． |

| 内容記述 | This study clarifies gender issues of people who receive welfare equipment from the long-term\ care insurance system. We paid closest attention to wheelchair lending, as demand has been\ expanding in recent years.\ To clarify these gender issues, we used “The Survey of Long-term Care Benefit Expenditures”\ by Ministry of Health , Labour and Welfare, however very little data relating to sex was\ available. We requested all of the data from the Ministry, which we were entitled to through the\ Statistics Law. We calculated the data by sex and put together gender statistics.\ Concerning wheelchair distribution, there was a clear difference in the usage rate of men and women. Through our research, we discovered that women tend to take less advantage of\ wheelchair services than men, and this denies them independence and increased mobility. In\ addition, the lack of gender perspective in public statistics prevents us from being aware of any problems with the long term care insurance system. |
